There is a guy that repeatedly sits out at a picnic table at night, and starts shouting for hours. The picnic table is in the middle of my apartment complex, directly next to the mailboxes, and right underneath my apartment. I don't know who he is, and I have seen him during the day. Once before, I (as well as at least 4 of my neighbors) called the police on him. They came out with 5 patrol cars and a K-9 unit, and they made him leave and that was that. He hadn't come out again for a while. Well, last night I came home from a weekend back in Sarasota. I didn't see him outside, and I checked my mail. Then I heard him. "I shot the sheriff but I did not shoot the deputy." He was shouting the words to the song, like he had done many times before. I quickly went up the stairs to my apartment, and locked the door. He watched me the whole time. Then, I could hear him on the stair, shouting "I'm a convicted felon, and I need a firearm very badly!" That was it. I tried calling the non emergency number for the police department, and there was no answer. I wasn't afraid of this man, but I had no idea what he would do, if anything. I'd never actually seen him move from the picnic table and mailbox area before. I glanced out my window, and saw him walking back toward the picnic table. For a few minutes, he was quiet. Then he started shouting again. This time, it was about being addicted to crack, and how he needed some now. I tried ignoring him, but he kept shouting. Finally, after about 10 minutes more shouting, and him going from topics such as hating George Bush back to actually singing "I shout the sheriff", I called 911. The operator said that she'd had one other call, and she would send someone out.

When the police car pulled in, I opened my back window and pointed him in the right direction. The way the complex is set up, all the doors face toward a lake, and you can't see it from the outside. The man was on the side of the lake. So, the officer went back and cuffed the man, and called for back up. The cop came up and talked to me after putting the man in the back of him car. As it turns out, the man lives in my building, on my floor, 3 doors down. The officer said if he ever does it again, to call and they'll come arrest him, but they were going to give him the last warning this time. The reason the were giving him so many warnings - he's a war veteran who now has a ton of mental issues. The officer said that they have no way to tell if he'll do more than shout, but not to take any chances, and not to confront him because that may cause him to become violent. Now isn't that just comforting?

I'm all for helping veterans, but this is a little extreme. It was after 11pm. Anyone else would be arrested for disturbing the peace!

That would be a little scary.. Have you talked to the management of the building. If the police were involved it is possible that he could be evicted. You shouldn't have to live that way. The man obviously needs help, but his neighbors shouldn't have to live in fear until he gets it. Just be careful...

Damn, that's frightening. You poor thing. Nobody should have to live like that. I wonder if there's a veterans' organization around. I know the VA hospital is in Tamps, but I don't know how close you are to them. Perhaps they could help?

Thank you for the article. In Australia people who have mental health disability are mostly living in the community. Usually, those who would be a danger to themselves or others are confined to an institution of some kind. Even so some wierd behaviours can be demonstrated from time to time. Usually intoxicated people create more disturbances than those with mental health disabilities, but that is not to say that some living in the community don't have peace problem at times. You have done the right thing. He will either modify his behaviour or receive help to help him to behave in an acceptable fashion.

Hmm, isn't the need to get intoxicated a mental health disability? I'm not being snippy. I think it is and I'm just seeing if other folks share my feelings.

Alcohol does affect your mental stability and yes, if you need alcohol you could be classed as having a mental health disability. A person experiencing a specific disease that places him/her as having a mental health disability can have disruptive behaviour without the use of alcohol.

After a drinking binge a person doesn't necessarily require the services of a psych unit however a person with a known mental health disability can often benefit from an encounter with a psych unit.

What happens here is that the police picks the person up and if he/she is 'known' they would then take them to the unit. A trip to Hospital or lock up to dry out could be options for alcohol abuse.

How on earth are 6 patrol cars and a K-9 unit an appropriate response to this? This is one man for god's sake. How about one patrol car and one or two officers who are also good shots? Sometimes the police are such cowards it's hard to believe.

He may very well be dangerous, but the way to defuse that is not to lock him up for goodness sake. He needs help. And if he really is a veteran, there is help available. They go out of their way to make it hard to get, but it's there. It should be clear to you by now that calling the cops isn't going to get you anywhere. Try something else. And remember:

Wow that is scary! You should feel safe in your own home and to have someone outside shouting and making you feel uncomfortable is not good, to say the least. And the fact that the numerous people have called the cops on him a number of times, but he still has not been arrested is a big problem. And to come and find out he lives on your floor...creepy. Like you said anyone else would have been arrested a long time ago and most apartment building would have kicked him out for being so disruptive all the time.

Before I read the last part about him being a war veteran, I was thinking "I wonder if this guy is related to the crazy men who yell that all college students are going to hell in front of Cooper Hall." I would have called the cops too. That's disturbing the peace and personally if someone is outside my house at 11 pm I'm not too nice to them, and I say a few choice things. But I doubt I would have opened my mouth to this guy. That's jsut scary. Maybe the first couple times it could have been funny, but late at night just gets creepy. I understand that he's a war veteran, but that's one of the reasons why there is a V.A. hospital in town. He can go there and be helped and safe. I hope all he does is make noise. Hopefully it never gets out of hand. Good luck with that though.

Wow. I would probably be just as freaked as you are. My sister works at a Veterans Hospital and I have heard some of the stories. It's kind of sad in a way but extremely scary at the same time. My sister told me that one time a male patient was coming in for an appointment and thought he would need his gun. He walked into the facility and was waiting for the nurse to call him, when he started talking to a grandson of another patient, who was also waiting, about "war days" and decided to show him his gun and pulled it out.

Hahaha you told me about that guy. He's pretty creepy sounding. But I agree with some people above me... I never understand why cops feel the need to bring out soo many freaking people to talk to one person. It's like the guys that get pulled over then another cop will stop to ask if anything is wrong. Then when another cop passes and sees the two there, they have to stop until finally you have swarms of cops all around one car for a speeding ticket.

My friend once had that happen to him. He said it was awful lol.

    Wow. I'm not sure I would have reacted as calmly as you did about this. Even if he is a war veteran, he still sounds like a threat. People with mental issues have often been convicted of murder. If it were me, I'd try to get out as soon as possible, especially since you are a student. I myself am usually up studying or doing some sort of school work at 11:00 p.m. and I have a lot of trouble concentrating with even minor distractions. If the cops aren't doing anything, you need to look out for yourself, because you don't really know what he is capable of doing.

    Everyone seems to have a certain place in their hearts for those "hero's" that have fought for our country. However, there is a line to be drawn when they become a threat or disturbance to society. It is a sad case that this man had to be a veteran and some may feel bad for him, but it apparently was not the first time he was being warned about this. One warning is alright but once you reach the point where he has to be told numerous times, then it becomes a problem! I can't help feeling bad for his mental instability but he sounded more drunk than anything. Hopefully he'll stay out of trouble in the future and this will be the last of his disturbances. For the time being, I hope you stay safe and God bless!

    Ever think about hanging out with the guy? He really sounds exciting and entertaining. Look at the bright side, he's kinda like your apartments complex's court jester of sorts. OOO I gotta good idea. Give him props. Ya know like foam tubes or parking cones. Dodge balls? You might rocket him to a knew life as a stage comic like Carrot Top. Then, after he makes it big you can be like "hey man, I started you up, wanna pay for my college?" And then he might yell something like "I'LL KILL YOU! No just kidding, I'll pay for your college." And then everyone will dance and sing the song "Don't Worry, Be Happy," and you will retire from his show back to your room and sleep well knowing that you're loaded.

      Good read, though definitely creepy/frightening. It's definitely unfortunate when something like this happens, but the guy definitely needs to get some help... go the the V.A. or something. I agree with you that the cops probably should have done more, because although the guy does have mental problems and stuff, he also sounds like he's pretty consistently loud/obnoxious/weird/creepy/etc. Definitely scary enough just having to deal with him outside sometimes with how confrontational he is, but it's even worse you live across the hall from him. good luck...

          Wow... That must have been scary for you. Back at home in Hollywood, Florida, we had a similar guy as the crazy neighbor you have. Instead he was just a drunk who lost his mind years ago. His Daily routine would be to stand in the middle of the busy intersection and yell obscenities to the cars that are stopped at the light. He usually do provactive getsures and everything. For the longest while growing up, I thought he was crazy. But as I got older, I started realizing that this man was in his right mind. As soon as the light would turn green, Mr. Crazy man would run from the middle of the road onto the sidewalk still cursing. He is not out of his right mind. He is full aware of what he is doing. So do not worry, its a insane neighbor every where you go.

            Wow, this would definitely be a little weird. I can see why you were a bit freaked out when this guy stared at you as you went up your stairs. That is kind of a weird law that the cops can not do anything to this guy because he is a veteran. I would definitely reccomend never saying anything or making eye contact with this creepy guy. Maybe he will just stop doing this, but I don't know. Hopefully some of his family will come into the picture soon and help him. Maybe get him so psychiatric help.
